ASAS Business Solutions provides specialist bid and tender writing, tender management, governance, compliance and service registration support to domiciliary care, supported living and complex care providers across England, Scotland and Wales.

The business is led by Andy Shaw, an experienced health and social care professional with over four decades of experience working within regulated environments, commissioning frameworks and quality governance systems.

Andy also has extensive senior experience in medical imaging, including leadership of large-scale MRI and PET/CT services and major public sector imaging tenders, which informs a commercially realistic and risk-aware approach to consultancy.

We work with organisations operating in regulated health and social care environments, supporting them to respond effectively to local authority and NHS commissioning, strengthen governance arrangements, and maintain regulatory readiness.

Our support is practical and outcome-focused: helping providers submit stronger tenders, develop registration and inspection-ready policies and quality systems, and successfully register, vary or expand regulated services.

Bid and tender writing and management

We provide end-to-end bid and tender writing and management support, with particular experience in domiciliary care frameworks, supported living mini-competitions, and complex care packages.

Our tender support includes:

  • Opportunity review and tender specification analysis
  • Bid and tender writing, including method statements, case studies and evidence
  • Structuring responses to align clearly with published award criteria and scoring guidance
  • Post-submission support, including clarifications and evaluation review where required

Our approach focuses on clarity, compliance and demonstrable alignment with commissioner expectations.

Governance, compliance and service registration

Alongside tender support, we help providers build and maintain strong operational foundations across:

  • Governance frameworks, quality assurance and continuous improvement
  • Policy development and review aligned with CQC, CIW and the Care Inspectorate Scotland
  • Service registration and variation support, including new registrations and service expansion
  • Risk management and operational documentation that reflects real-world delivery

All work is tailored to the service model, regulatory framework and commissioning environment.

PDCA Cycle

Our approach

ASAS Business Solutions was established to bridge the gap between written compliance and operational reality.

We combine structured bid management with practical knowledge of regulated service delivery, ensuring bids, policies and governance arrangements are realistic, defensible and inspection-ready.

Professional standards

We operate with a strong emphasis on accuracy, integrity and regulatory credibility. We do not provide one-size-fits-all solutions; every bid, policy and registration document is developed to reflect the organisation, service type and regulatory context in which it will be used.

Our work reflects current regulatory frameworks across England, Scotland and Wales, including CQC, CIW and the Care Inspectorate Scotland.

Working with ASAS Business Solutions

We support both new and established providers of domiciliary care, supported living and complex care, offering flexible engagement from targeted advisory input to full end-to-end delivery. We work in closely and in partnership with our clients to understand their requirements and ensure these are consistently met throughout every project we support
